`useMediaQuery` not updating on resize?

It seems the value of useMediaQuery isn't updating on window resize (but sometimes it does?)

Ran into this when reviewing openedx/frontend-app-admin-console#25

We just pass useMediaQuery through from react-responsive, and I didn't find any issues reported over there that match what I was experiencing.

Definitely something worth digging into a bit so we don't need to land PRs with workarounds.

I wasn't able to reproduce this when adding a page to test it to the docs site

The admin console issue was fixed by updating from Paragon 23.14.2 to 23.15.1 (latest v23 as of writing). The conversations on that PR have more context, but the tl;dr is:

• The version of react-responsive we were forwarding in 23.14.2 had issues with useMediaQuery on resize
• fix(deps): update dependency react-responsive to v10 #3895 bumped it to v10
  • v10 doesn't have the issue
  • fix(deps): update dependency react-responsive to v10 #3895 was released in 23.14.8
