Add default value for "NOTIFICATIONS_DEFAULT_FROM_EMAIL"

Farhan informed us that email notifications don't work even when waffle flag is enabled unless a value is set for NOTIFICATIONS_DEFAULT_FROM_EMAIL.

It would be better to have a default value for this parameter so that instance operators don't face the same confusion.
