Study and integrate code formatter:

Options available:

1. Black
2. Ruff

Implementation Time:
Once the XBlocks extraction work is done (or almost done)

Acceptance Criteria:

1. The chosen code formatter must be integrated into the PR test checks.

Use Ruff, we can also look into replacing pylint with ruff later.
