[RFC] Use Ruff to enforce style at commit

OpenFisca-France enforce linting rules which is nice.
But it's up to the developers to fix the lint errors.

Ruff is a tool to auto-format the code at commit time.

Inconvenient : it will change some current practice.

I think it is a good move anyway.
