Deleted flags have no record of who deleted them

Deleted flags have no record of who deleted them, only who last changed the flag before deletion.

In other words, Flagr currently does not consider "deleting" to be a "change".

Expected Behavior

1. In the Deleted Flags section, Last Updated By shows the email of the person who deleted the flag.
2. In the History tab of the flag when restored, see any sort of delete step.

Current Behavior

Flag last updated by user1

Flag deleted by user2 (still shows user1)

After the flag is restored, a new snapshot is created, but there's no indication of who deleted the flag or when it was deleted.

Context

Trying to investigate why a flag was deleted, but we're unable to determine who deleted the flag.
