Flutter version mismatch between .fvmrc and flutter-version.txt

While adjusting the Flutter version locally, I noticed that .fvmrc and the VS Code settings.json reference an older Flutter version, whereas the README and flutter-version.txt specify Flutter 3.38.5.
Should we update .fvmrc to match 3.38.5, or leave it as is?

Hi, I checked the previous version bump in PR #7312 (which updated everything to Flutter 3.38.5), and this change looks consistent with that.

Since the project was already migrated to 3.38.5 there, updating the VS code settings to match should be fine and aligned with the current setup.
