Update and/or unify citation guidelines #513

I have a recent example of somebody unsure of how to cite OpenFF using this page which is neither up-to-date or extremely out of date. It includes the major force field release and software packages but is far from capturing all papers one might want to cite (i.e. Lily's recent review or any of the many research papers in our orbit since 202). It is, for better or worse, a favorite of SEO so I suggest we either

  • Ensure that it is up to date now and commit to maintaining it, which would require regular attention (if brief) every quarter or so
  • Drop it and instead link elsewhere

I also suggest we consider unifying citation guidelines into a single place. If I was an outsider, I imagine I could stumble on any of the following pages and think that I'm hitting the canonical citation guideline:

Each of these does the job just fine, but given the overlap I wonder if it would be easier to have them each cite to a single page that is then updated whenever something changes? At very least it would mean 1-2 fewer places to update when a new release (toolkit, force field, or other software) is made
