Fix the footer layout on mobile

Fix the padding of the footer links on a mobile screen size.

I believe @natebass may be referring to the spacing between the logo and the footer links on smaller screen sizes. On mobile widths, the elements appear very close together, and the “Code of Conduct” link wraps into two lines

I experimented with a small adjustment using a column layout and added spacing for mobile screens.

Here’s a reference screenshot of the updated result.

Happy to open a PR if this aligns with the intended design.

@72umesh Yes you are correct, the wrapping is weird.

@izhanlara Here is the Figma design to use as a reference. https://www.figma.com/design/attWQWKwed1XSaaaMuzM5m/Open-Websites?node-id=2612-11351&t=npafN2DgDDJTdgU3-0. Notice there are multiple differences, like the "Open Fresno" text is at the bottom. We should defer to the Figma design when there is a conflict.

If we want to put it all on one line, I think the text looks too compact.

Looks good. I think we can keep each link on one line via text-nowrap, but wrap the list of links.
Reference fonts in the typography.css file. Some Figma fonts are commented out, but please use them if needed.
