Roles and users management

Description :

• Roles management is at the cluster level in postgreSQL
• When connecting to a service, we should check for their existence.
• If not, a mandatory button should enable to create these. Otherwise the module (datamodel) initialization cannot start (not a good idea to let users initiate a module without proper rights for roles, technical limitation -> roles can't be granted if they don't exist on the cluster level)
• In the roles management section, the user should be able to create users and passwords (cluster level)

The role management is now fully available in 1.0.14 Directly available from the QGIS plugin repository in experimental versions.
