chore: prepare 1.1 and 1.0 for editor's drafts (#700)

Merged as per discussion on today's WG call.

* chore: incremented version numbers for 1.1 and 1.0; removed errata from 1.1; added doc history to 1.0 and 1.1

* fix: no version bump for 1.0 required

* fix: fix title block

* fix: bump version for 1.0 since release was done based on -30
