In development environment, i am trying to replicate #1372 , but i can't do that because i need to log in in order to submit. The only option to log in is through ORCID, but since i am in a development environment i don't have the ORCID integration set up (and probably shouldn't try).

It should be the case that in the development environment one is always logged in with some dummy admin account. ideally we would be able to switch between roles, but i'll settle for being able to log in at all for now
