Create an AI Collab Space

Following-up on questions around AI-usage (see #1509), there seems to be lots of AI-related topics that would be useful to dig into:

• using gen AI responsibly
• using AI for triaging
• AI generated CVE spam
• AI generated PR spam
• Etc.

This was discussed in the working session todays and there's desire to move forward with this.

We've identified three potential deliverables listed in the #1509 working session notes.

Goals of this collab space:

• Provide direction on AI usage for projects and maintainers
• Serve as a discussion forum for gen-AI related topic as they impact developers and maintainers
• Create and promote good practices when using AI technologies

Initial deliverables:

• AI IP policy
• Guidelines for maintainers
• Landing page to link from CONTRIBUTING.md and/or from pull requests to help promote good contribution practices
