Move Dojo to at-large status

Long time no see, I hope you're all doing well.

I just caught up with Robin. It's clear that Dojo is not actively being developed any more, but there are still people who use it and rely on it. I'm keeping an eye on things in case security or major bug reports are filed, though it's been a while since anything significant has come up.

Last year Dojo turned 20, https://openjsf.org/blog/dojo-20-anniversary , so it feels like we already posted a blog about the project's history and impact on the JS ecosystem over the years.

So my suggestion is that we move Dojo from impact to at-large, because it frankly is no longer having an active impact on the ecosystem, but there are still people using it and I'm not really ready to change the status to emeritus.

Congrats on such an amazing run, @dylans, and for spearheading so much of modern frontend development. As we used to find out whenever we were considering a new feature for Prototype, "Dojo had already implemented that years ago."

Not suggesting that "At large" isn't a good fit for Dojo, but wondering whether you had considered the new "Complete" project stage, and if you had thoughts about it.

Complete would be fine with me if that's what the group prefers and is probably better aligned with reality. Mostly I just wanted to avoid archived/emeritus at this time, as there are still people out there relying on it.

My personal opinion here is that we should normalize calling projects feature complete, and not see this as a failure or an abandon, but I know that this is easier said than done. I'll leave it entirely up to you to make the call. Happy to chat about it on a call, too, if that would be useful.

+1 with Tobie here. Seems like Dojo had an amazing 20y run, and if it's in maintenance mode, it'd make sense to get moved to such a status.

Given @dylans's comments above, I feel like the Feature-complete stage would be the right move.
