Develop Updated Azure Ask

We are likely going to run out of Azure credits on both Node and the Foundation. We will come up with an updated ask and leverage foundation resources to see if we can get additional credits.

Our current burn rate is about 3000$ a month

And our remaining credits gives us about 7.5 months of runway.
