Provide BuildWG access to Hetzner Machines

Description

The BuildWG doesnt have access to the Hetzner benchmarking machines.

We should discuss whether to allow this, and provide the credentials if so.

They currently wish to rebuild/upgrade them in nodejs/build#4144

Ben look at budgeting options with Hetzner.

Since hetzner does not have fine grained billing alerts or budgets for robot machines we will rely on the $500 limit on the virtual credit card to enforce spend.
