[feature request] Introduce distributed cache

By introducing an embedded distributed cache Olric or a separately deployed Redis (configurable) to synchronously store data between sandbox-manager replicas (such as route status, etc.) or between the sandbox-manager and the operator (such as available sandbox lists, etc.), bypassing the list-watch mechanism to significantly reduce latency or achieve complete consistency in certain scenarios.
