The purpose of this adapter is to create a pool of capital which can be deployed by one or more addresses, while giving an admin the ability to “claw back” the funds if there is an issue.
For example, assume the DAO has $10m in assets. The members of the DAO want to allocate $1m for a specific strategy.
The members should vote on a proposal, and if it pass, it will execute the allocation and designate one or more addresses that can pull funds from the pool of capital at any point in time. The addresses can be part of the proposal process.
The DAO owner or an admin address (defined as a DAO config) can close the stream at any point.
An admin should be able to add a member to the stream too.
