Peer review invitation queue

We had an interesting feature request come in via email so I thought I would share it with everyone to see if there was any interest in it from others out there:

In prior systems I've used, I've had the ability to add potential reviewers in a pipeline so that if any reviewers rejected the request it would automatically email the others.

I'm intrigued by this because it would be a huge time-saver. Could it work this way?

1. Invited reviewer A doesn't respond by deadline
2. System sends "no longer needed" email to non-respondent (reviewer A) and withdraws the request
3. System automatically sends new invite to pipeline reviewer B, and so on
