The old MCP Operator needs to be able create cluster request resources picked up by the Gardener Cluster provider. At the same time, it still needs to be able to create clusters the old way.

As discussed yesterday, @Diaphteiros will continue to work on this, mainly adding a "switch" to the MCP Operator, so that Clusters can either be provided the old way or the new way (via Gardener Cluster Provider or Kind Cluster Provider).
This would enable us to slowly start introducing new V2-based Cluster Providers on our current Landscapes.

Implementation and some tests are done, PR will be opened as soon as a controller-utils release containing openmcp-project/controller-utils#66 is available.
