[Feature] Invite Member to newly created `Project`, `Workspace`, `ManagedControlPlane`

Description

Our openMCP offering is particularly interesting to help larger Organizations or Teams to establish development best practices, preconfigured MCPs ensureing org-specific policies, using IaD.

Often, these platforms reach experienced K8s as well as non-K8s experienced colleageus.

People report they neither

• dont know when they are added to a ManagedControlPlane
• seek enablement/material to know what they can do with this now
• ...

Scope

• Send "Welcome to, MCP", to newly added members
• Don't spam members (Invite, only send once)
• Allow Emails to be enabled, disabled for entire Project, Workspace
