Prevent rate limiting in GitHub actions #160

What happened?

Currently some of our Github actions are failing with error messages like this:

Run arduino/setup-task@v2
Error: API rate limit exceeded for 4.246.182.127. (But here's the good news: Authenticated requests get a higher rate limit. Check out the documentation for more details.)

It seems that this could be prevented by running this step with authentication: arduino/setup-task#223

What did you expect to happen and why?

The action should be completed without rate limiting errors

Please provide meaningful logs that outline the issue
