OpenMCP Bootstrapper ADR

Create an ADR that describes the bootstrapping mechanism of a OpenMCP landscape. This covers the initial setup of an OpenMCP landscape without prior installation.

The bootstrapper should fullfil the following points:

• ease of use
• configuration as minimal as possible
• a minumum of dependencies
• re-use of OpenMCP code where possible
• should only do the minumum amount of setup that is needed to get the landscape going
