Understand the Task

Description

If in some scenario, the Cluster resources on the platform cluster are being deleted or if the platform cluster can't be recovered, the cluster provider gardener can detect that the onboarding Shoot is already existing in the Gardener project. Therefore the onboarding cluster will be recovered.
However the same currently doesn't work for mcp clusters. The existing shoots for the MCPs are being lost for the CP Gardener and new Shoots would be created.

(Not confirmed) This may also apply to workload clusters. However, this is not as sever as the workload clusters are not storing any state/customer data.
