Check compatibility with Podman

What would you like to be added:

We should check if cluster-provider-kind also works with Podman in case Docker is not installed on the host machine. kind has support for Podman.

Why is this needed:

During my tests of the openMCP Bootstrapping, I also had the intention to use podman.
Ran into some issues (cluster provider kind was not able to create clusters), and together with Valentin tried the following, which solved the problem:

Before creating KIND Clusters, create a new network like this:
podman network create kind --subnet 172.19.0.0/16

Then create the KIND clusters. Those clusters should be kind (cough) enough to use the already existing network.
