Using build repository for consistent Makefiles/Taskfiles

Description

In order to have the same Makefile/Taskfile setup across all of the repositories in this org, we need to add the https://github.com/openmcp-project/build repository as a git submodule in this repository.

Tasks

• add build as a git submodule
• remove duplicate make targets etc. from the repository Makefile

Acceptance Criteria

• the repository is fully using the build repository and its capabilities
