[Features/Entitlements] Support MAX & Average aggregation

• I have searched the issue tracker for an issue that matches the one I want to file, without success.

Problem Description

Currently MAX & Average aggregations are not supported for Features & Entitlements.

We would like to use these aggregations within the time-window of billing, say DAY or MONTH as a value to calculate cost and entitlement status

Proposed Solution

Support both types within Features & Entitlements
