O3-4929: Add new locales to O3 - Indonesian, Romanian, Chinese (China), Georgian, and Italian (#30)

This PR updates the locale.allowed.list with new locales:

- Indonesian (id)
- Romanian (ro)
- Chinese (China) (zh_CN)
- Georgian (ka)
- Italian (it)
