Add more Lab Test options through concepts to O3 EMR (#29)

* Add more Lab Test options through concepts

This PR updates the Basic Lab Tests collection, which includes:
* More concepts, with more translations too (mainly french)
* Updated Tests Orderability Concept: Now instead of only 31 orderable labs, there are 306.

* Delete configuration/backend_configuration/ocl/openmrs_BasicLabTests_v7_autoexpand-7.2024-10-05_054610.zip
