Update SpO2 and Temp ranges (#20)

From interviewing a Pediatrician yesterday, Veronica and I learned that we needed to update accordingly:
* Make SpO2 ranges less sensitive (reduced lows by several points)
* Make Temperature ranges more sensitive
* Add a new Temperature category for children <3 months old. Apparently before the 3 month mark, a temperature of 38 is treated very differently to a temperature of 38.1. (E.g. a temp of _specifically_ 38.1 or higher in a <3mo old infant triggers very invasive tests like spinal fluid sampling with a large needle.)
