Update BasicLabs ocl collection to bring in CIEL updates (translations, mappings)

Thanks to substantial work done by @ibacher, this PR updates the BasicLabs ocl collection to fix a previous problem where not all concepts were getting updated when the CIEL source was updated. This meant that some labs were missing French translations. 

This was due to some concepts being linked directly to a specific historical version of CIEL. 

This fix updates all concepts to point to the latest version of CIEL, which means whenever a re-expansion and new version is created, the concepts will automatically contain updates from CIEL (e.g. translation additions/improvements, or ICD11 mappings, etc).
