Feature: Error when `CACHE_PURGE_API_TOKEN` is not provided

Users need to configure a token when using cache purge, ref https://github.com/opennextjs/docs/pull/180

We should log an error when cache purge is configure but no token is provided as cache purge would not work in this case.
