Unloaded plugins do not show up as installed in the Installed Tab

Whenever a plugin is unloaded via `Developer`->`Unload Plugin` it doesn't show up in the Plugin Manager's Installed tab, even though it still technically is.

It does show up as installed when searching for the plugin manually in the search.
