Gradle 9 will no longer allow detached configurations to use `extendsFrom`

How are you running OpenRewrite?

This will effect the OpenRewrite Gradle plugin.

What is the smallest, simplest way to reproduce the problem?

This won't yet be a problem, but once Gradle 9 is available simply trying to run the OpenRewrite Gradle plugin with a Gradle 9 distribution.
