Some projects have permission to run queries on non-core datasets. The current permissions are defined in datasets.py in job-runner and applied in the ehrQL code.

The non-COVID directions define a different set of core datasets - any others will need permission to be agreed.

We need to configure permissions for existing COVID projects so that they will still be able to access the original set of tables once the extra restrictions have been added to ehrQL.
