Aggregate heads of state for regional territory pages

For larger regions (e.g. Europe, North America), show an aggregated view of heads of state across the contained countries.

Regional data is already available, so this should be feasible.

Does this also cover country regional heads or just geographical regions? (Does that makes sense?) Because I was actually about to make a similar issue for exactly that: having all PEPs of one province or state together
