Plugin loading doesn't allow test automation

For testing and other automation from the outside, I need to know when the last plugin has finished loading.

I want this so I can begin my testing at this moment in time and at the moment it is not easy to tell.

This is currently an issue for me in getting tests running at this commit of the subscriber-later-binding plugin: danyill/oscd-subscriber-later-binding@c99c196
