[PROPOSAL] Extract humanly readable parts of the technical charter into this repo.

What/Why

We published the TSC technical charter on https://foundation.opensearch.org, here. A link to that file was added in #10.

What are you proposing?

1. Create a humanly, non-lawyer version in this repo. The full charter exists and is available to provide clarity if an issue arises, and the TSC can write a user-friendly summary that it publishes and owns.
2. Document the process of amending the charter (a combination of changing words in this repo and working with LF on changing the legal document).

What users have asked for this feature?

Community/TSC members.

What problems are you trying to solve?

Find a path to resolve #9.
