[Bug] Sensors fail to start unless AndroidSensors are also started

Expected Behavior - can start sensor without needing internal sensors also started
Reproduction - Start app, enable sensor that is not internal to AndroidSensors, start hub. Observe on remote node that no metadata or data was inserted.

I suspect that the way we check the config short circuits when no androidSensor configs are present.
