"oc-cluster oc-client-build" fails with "Command not found" when already deployed

Starting the same build deployment e.g. 

    oc-cluster oc-client-build openshift v3.7.0-rc.0

two times results in 
```
--> Creating resources ...
--> Failed
Command oc-client-build not found
```

Expected behaviour: message about existing resources.
