4.16 ClusterLogOperGroup.yaml OwnNamespace InstallModeType not supported - remove targetNamespaces

ZTP 4.16 Policy installing Loki Operator ends up in Operator Failed in the Spoke cluster due to:

**_OwnNamespace InstallModeType not supported, cannot configure to watch own namespace_**

Source CR ClusterLogOperGroup.yaml includes:

 spec:
  targetNamespaces:
  - openshift-logging

I have verified that if removing these two lines from the source-crs the operator installs successfully.
