add e2e tests for kubeletconfig objects without payload

in #863 we fixed the case on which we can deal with kubeletconfig object without Spec.KubeletConfig payload
But the assumption is still these objects are rare. If this turns out to be not the case, then we need e2e tests coverage for this flow.
