webhook.secret not populated in Secret when creating Repository

The webhook.secret value is not properly populated when using Git access token secret when creating a Repository resource in the OpenShift UI.

This does not seem to affect Git access token option.

This did not occur on older versions of the OpenShift Pipelines Operator (perhaps 1.12? Don't remember what version the operator was on when I first used and created documentation for using Pipelines as Code.)

• OpenShift version: 4.16.37, 4.18.3, 4.17.0 (local)
• Red Hat OpenShift Pipelines Operator 1.16.3, 1.17.1

Additionally, it clears any existing webhook.secret value back to an empty string whenever a new Repository is created... so even if you fix it via manually adding the secret value yourself (base64 encode and all), it just clears it again if setting up a new Repository...
