update RHCOS 4.15 bootimage metadata to 415.92.202311241643-0

These changes will update the RHCOS 4.15 boot image metadata. Notable
fixes in the boot image for:

OCPBUGS-18833 - Failed to mount gcp volume with "failed to find and re-link disk"
OCPBUGS-22259 - kubevirt platform not supported by afterburn-hostname.service

In addition eu-es region was added for PowerVS.
