If a documentation change is due to a Bugzilla bug or Jira issue, the bug/issue should be put on ON_QA when you have a PR ready. After QE approval is given (either in the bug/issue or in the PR), the QE associate should move the bug/issue status to VERIFIED, at which point the associated PR can be merged. It is also ok for the assigned writer to change the status of the bug/issue to VERIFIED if approval for the changes has been provided in another forum (slack, PR, or email). The writer should indicate that the QE team approved the change as a comment in the bug/issue.
