Add huge book handling to build_for_portal.py

This commit changes the portal build Python script such that books
 added to LIST_OF_HUGE_BOOKS no longer result in excessively large
master.adoc files. Rather, they are broken up by child directories.

The entire script is now formatted with Black, too.
