Prevent trace modules from flooding overflow messages

It can happen that an overflow leads to a self-persisting overflow:

Overflow, missed 1 events
Overflow, missed 1 events
Overflow, missed 2 events

```

The trace modules should therefore also have a recover period that avoids this situation.
