Does it make sense to allow the proposal author append content after proposal created?

Basic context: appending content won't make the author change the original proposal and of course the proposal cid. The appendant will just be some context sections under the original proposal.

Pros:

• The author may missed some important things in the proposal content
• Some news happened and it may affect the final result

Cons:

• It may lead the proposal not so solid.
