Compiled under Windows

Hello,

I managed to compile the library for **Windows** using native **MSYS** (not CLANG or MINGW)

The output **pkcs11.dll** has **msys-2.0.dll** and **msys-crypto-3.dll** as dependencies.

```
meson setup build --wipe --buildtype=release --default-library=static
meson compile -C build

```
I'll try implementaion from code.
