Merge pull request #546 from fultonj/worker9

Fix typo about worker-3 in bgp-l3-xl

ocp-worker-9 is the tainted worker for testing
purposes in the BGP XL DTs; not ocp-worker-3.
3 was left over from the small BGP DTs and it
was a copy/paste error.
