[update] Support passing AnsibleExtraVars to the update CR: kpatch. #1098

The final update CR can take some Ansible parmeters. Bootstrap a way to pass them down using variables. The first parameter added is KPATCH. By setting KPATCH_EXTRA_VAR to 'true' we enable kpatch during the update.

By setting cifmw_update_openstack_update_kpatch to true, one can have the edmp kpatch code turn on. Depends-On: [Support passing AnsibleExtraVars to the update CR: kpatch.](openstack-k8s-operators/install_yamls#1098)
